Paul Valentine


Paul became an Independent Stakeholder and Customer Engagement specialist in January 2017 following a successful 25 year Police career in which he excelled in partnership working, stakeholder management and problem solving, skills that are transferable to the construction industry.
Paul has since led Stakeholder and Customer Engagement on behalf of a number of companies working on behalf of Highways England or Local Authorities, delivering Social Value and Corporate and Social Value projects.
Paul received the Highways England National Customer Service Champion Award 2020.
Paul was inspired to found Sonar Engagement with the aim of being the leading UK association that specialises in providing Public Liaison Officers for the construction and Highways sector.

Pam Green

Public Liaison Officer and Social Value Lead

Pam has worked on several high end and mixed tenure developments and regeneration projects involving close stakeholder and local resident liaison to achieve timely and coordinated results, as well as developing strong partnerships with key stakeholders and site teams.

Pam has previously led the Community and Social Value element of our pioneering HMP Five Wells project, delivering on the Ministry of Justice’s commitment to engage with the local community and leave a legacy for the area. Pam has been working with Northamptonshire Council to provide construction sector training through a CITB skills centre to provide extensive training opportunities to the local area.

Dave Horner

Public Liaison Officer

Dave is a Supervisory Public Liaison Officer and leads a Team of 3 PLO’s on the Birmingham Highways Interim Services Contract for Kier.

Dave brings knowledge and skills from a successful 30 year police career in which he excelled in Neighbourhood policing and problem solving.

Dave has an excellent knowledge of the Highways construction industry and enjoys being a team leader and working in the fast paced environment

Ronny Griffin

Public Liaison Officer

I have worked in social value – community Engagement in Construction for a number of years, for organisations such as Kier, NMCN, National Hghways, Belvac / Belfour Beatty. I have worked for West Midlands Police as a People development officer 8 years delivering training and development plans for Probationary Constables. My career has been people orientated and have developed very good working relationships with Government organisations. I have worked in insolvency, apprenticeships and pre employment course.        In my roles I have worked with various councils across the country to achieve social value and a lasting legacy, working hard to understand what our customers’ potential social value requirements are at the earliest opportunity and have ensured that the frameworks allow customers to embed it in a way most appropriate to the individual organisations.

Alasdair Quinn

Public Liaison Officer

Alasdair became a Public Liaison Officer for Tarmac in May 2020 to work on the M1 J1-20 Misterton Scheme and then the A5 Redgate scheme.  Alasdair  enjoyed a  successful  30 year Police career and excelled in partnership working and community engagement. Alasdair enjoys  stakeholder management and problem solving and the skills developed within his Police career will enable him to engage positively with stakeholders and customers.

Neil Hallem

Public Liaison Officer

Neil began his career as a Local Authority lawyer, before changing direction and joining Nottinghamshire Police.  During an interesting 23 year Police career, Neil excelled in Partnership Working and Community Engagement. The latter part of his career saw specialism in Professional Standards and Counter Terrorism. During his Police career, Neil built a parallel career in writing and photojournalism. Now, alongside Sonar Engagement, Neil is using his unique mix of skills to provide Customer Engagement for important highways projects.

Kay Stevens

Public Liaison Officer

Kay Stevens is NMCN Limited Public Liaison Officer for Bridlington Seafront Regeneration.

Kay has a passion for making a difference, resolving issues and adding value through stakeholder management and by community engagement.

Kay has a training and development background and experience of working for the Police, Health and Charity sectors.

John McQuaid

Public Liaison Officer

John became a Public Liaison Officer for Kier to work on the Birmingham PFI Initiative. John enjoyed a successful 30 year Police career and excelled in problem solving and helping communities and excels at conflict resolution.

Syed Shah

MBA, MCIPR, Stakeholder and Community Engagement Equality, Diversity & Inclusiveness (EDI) lead.

Syed utilises numerous working and ‘lived experiences’ as the former MET police Faith & Communities Police Officer for a large borough in London. He brings years of experience of working in major projects on behalf of Highways England as well as working on organisational EDI Steering Groups.

Syed’s work in EDI in ‘harder to reach communities’ has been recognised by two National Construction EDI Awards in 2019.
